Natural Disaster Response

Having an Assessor with experience in government and leadership helps us! Dedication to working for solutions collaboratively with each level of government is more than something he supports; it is his vocation.

After the Cameron Peak fire, Bob submitted a report with a letter to U.S. Congressional Rep. Joe Neguse supporting the Bipartisan Wildfire Caucus in the 117th Congress, promoting science-based wildfire mitigation strategies, and investing more federal resources for local firefighting crews. Later, Assessor Overbeck and Congressman Joe Neguse presented best practices at the International Association of Assessors  (IAAO) at the Summer Conference. 

Assessors must manage and actively respond to emergency events caused by climate change when assessing property in their jurisdictions. FEMA deadlines are critical to homeowners and local jurisdictions when disaster strikes. Timeliness is essential in these situations, and staffing on-call work can be challenging. To prepare, Assessor Bob Overbeck outlined a unique intergovernmental agreement [IGA] formed in June 2020 between Larimer County and Arapahoe County Assessor’s Offices, designed to help each other in the event of a large fire or flood.

The IGA allows the two counties to share their resources and personnel performing damage assessments in a large fire or flood, ensuring each county has enough technically skilled personnel to conduct damage assessments and property valuations. Both counties work together to perform damage assessments faster and more accurately to meet the short FEMA deadlines. Collaboration was no stranger to Bob when taking office. On the City Council, he was a member of the Colorado Municipal League (CML) Policy Committee, which supports cooperation among local, state, and federal officials to provide a strong partnership with Colorado’s cities and towns.

The Policy Committee is responsible for reviewing legislative proposals and recommending to the League Executive Board positions of support, opposition, no position, or amendment to various legislation affecting cities and towns.”

Giving Back

There is no better way of gaining perspective about a community than by giving back to it. After moving to Colorado and falling in love with our Colorado way of life, I volunteered to be a puppy raiser for guide dogs for the blind. Service to others, empowering people to explore their world through the gift of independence to blind and partially sighted people, is what a guide dog affords a visually impaired person. This activity reinforced a perspective within me not to take anything, not even the smallest detail, for granted. Details matter to everyone, even if only in a small way. We are all connected, and getting the little details right can profoundly shape our quality of life!

The City organization where Bob Overbeck was elected twice to serve on City Council during his tenure received the prestigious Malcolm Baldrige Award. According to the U.S. Department of Commerce, “The Baldrige Award is a Presidential-level honor, recognizing exemplary practices among organizations and businesses, including an unceasing drive for radical innovation, thoughtful leadership, and organizational improvement. Bob Overbeck in his first term has pursued process improvements based on a data driven approach to modeling, systemized processes and statistical analysis to achieve performance excellence to provide world-class countywide service. He has been recognized and asked to speak on best practices by the International Association of Assessing Officers (IAAO) each year since taking office.

Malcolm Baldrige National Quality Award – City of Fort Collins 

Award-winning Community at Work radio talk show 1st place award for ‘Best News/Talk Show Host or Team’ March 7, 2015, the Colorado Broadcasters Association.

Bob has served our community for many years and has always had at his core the desire to educate, inform, advocate for the people, and champion fairness, honesty, accuracy, and transparency. Bob’s shows touched on topics such as: Suicide Prevention in Larimer County, The Poudre Fire Authority and who they serve, and their role in saving lives, The National Park Service, Open Space, The Museum of Art, the Museum of Discovery, and talks with elders on the importance of voter participation.

Legislature

The Colorado Municipal League of Cities supports cooperation among local, state, and federal officials to provide a strong partnership with Colorado’s cities and towns. 

I have worked with the Policy Committee of the CML on behalf of the City of fort Collins. The Policy Committee is responsible for reviewing legislative proposals and recommending to the League Executive Board, positions of support, opposition, no position or amendment to a wide variety of legislation affecting cities and towns.

I have experience and training working for solutions collaboratively with each level of government. My commitment to the office of the Assessor will not stop at county lines. Assessor Bob Overbeck was asked to speak at the International Association of Assessing Officers (IAAO) conference each year. He addressed wildfire natural Disaster Planning & Response to Mobile GIS tools.

The IAAO is a professional organization with 8,500 members, a global leader, and a preeminent source of standards, professional development, and research in property appraisal, assessment administration, and property tax policy. Also, an international community of mass appraisal experts who promote excellence in property appraisal, assessment administration, and property tax policy through professional development, research, and standards.

Assessors must now manage and actively respond to emergency events caused by climate change when assessing property. Overbeck, Hodges, and Senator Joe Neguse presented the importance of good collaboration and strong federal and state support during and after a natural disaster following the Cameron Peak Fire. Bob and the Office of Emergency Management shared best practices developed during the Cameron Peak Fire on how to plan and train staff while staying current on damage assessment protocols and safety in the field while assessing properties after the fire.

“Many in the IAAO audience expressed appreciation for Larimer County sharing their experience to plan, prepare, and collaborate regionally during a natural disaster while keeping county employees and residents safe,” said Larimer County Assessor Bob Overbeck.

Other innovations shared included training damage assessment teams on recording all data digitally and using high-quality radio communication equipment in emergencies, enabling emergency personnel to stay on their jobs rather than being used as escorts for damage assessment teams.

The Assessor also illustrated a groundbreaking Intergovernmental agreement with Arapaho County partnering with the neighboring county assessor to share resources if additional assessment personnel are needed to perform property assessment fieldwork.

Larimer County releases damage assessment from Cameron Peak Fire; nearly $6.4 million worth of properties lost. The release from Overbeck’s office added that under House Bill 14-1001, a bill that establishes a state reimbursement plan, the state will begin the process of reimbursing taxes to affected Larimer County property owners based on the lowered property values. While on City Council, Bob was a member of The National League of Cities. (NLC) This organization’s mission is to strengthen and promote cities as centers of opportunity, leadership, and governance. Elected officials benefit from the NLC collaborative education developed by the National League of Cities that helps municipal leaders – both elected and appointed – build the skills they need to better govern, serve, and advocate for their communities. There he represented Fort Collins on the REAL Council. The REAL Council comprises leaders from policy advocacy groups and city leaders from across the nation, strengthening local elected officials’ knowledge and capacity to eliminate racial disparities, heal racial tensions and build more equitable communities. https://www.fcgov.com/news/?id=6999

Bob has the background and experience to advocate for the people in a meaningful way.  He has and always will be a voice for the people- exactly who we need ensuring that the Assessors office maintains the core values of accuracy, transparency, and fairness.

Heritage

Bob has served on the Poudre Heritage Alliance Board (PHA) for nearly a decade, over five years as the Chair of the Board, then Vice Chair, and at large board member. Bob enjoys being a part of the educational process that allows future generations to understand the value of our watershed.

The Poudre Heritage Alliance serves the Cache la Poudre River National Heritage Area to build a deeper understanding of the Poudre River’s national significance, including its role in influencing water law, development, and management.

“What I appreciate most about our programs are the field trips we facilitate for school children. These experiences will inspire conservation and forge stronger connections to nature and our shared river history. When students see the river for themselves at a young age, it can help them grow up appreciating having the Cache la Poudre River in their backyard.”

Experience

Working in local government after a successful career in financial services, which included risk management and brokerage, was a great career move in preparing for the role of Larimer County Assessor. The Assessors job is not an entry-level position or for the faint-hearted. It involves hard work, hard choices, and challenging conversations. Pragmatism, wisdom, and solid judgment enable Bob to do the heaving lifting needed to elevate the Assessor’s office to its full potential, decreasing the number of appeals and saving the people and the county time and money.- What an Assessor does is not exciting and does not help you win friends in the office. Bob is out there fighting for us every day to ensure that we all get a fair and accurate value that is good for the people of Larimer County!

City Council members have a leadership role in instructing city planners in the planning process for practical solutions to our regional transportation needs, ranging from multi-modal solutions to highway expansion. These conversations involve higher-level conversations around our communities’ big-picture needs based on the current population, future growth and development, and kitchen table issues for families and individuals. Bob has worked in our service to our community for over 15 years; he understands the little things that make our community a great place to live, work and play!

Bob has a long history with data-driven decisions in Northern Colorado. The North Front Range Metropolitan Planning Organization (NFRMPO) uses objectives-driven, performance-based processes to tackle the issues that matter most to us. One issue that most of us can relate to is traffic congestion, which impacts the mobility of people and goods in Northern Colorado, affecting our quality of life and commerce.

As your County Assessor, Bob has used the breadth of knowledge he obtained working for a world-class organization, The City of Fort Collins, to improve the quality of services provided to you by the Office of the Assessor. He has made process improvements to ensure that accuracy and accountability are paramount and that the processes in his office are fair for all. While we would all appreciate having our values frozen in time, short of building a wall around the region, people will continue to move to Northern Colorado, and prices will continue to rise. While Bob has no plans to build a wall, he has and will continue to do the next best thing- ensure that our values are fair and accurate so that no one pays more than their fair share of taxes!

Bob’s background in City Government is notable. The Fort Collins City Council is a legislative and quasi-judicial body responsible for managing and overseeing a municipal organization comprised of over 2400 people, including a city manager, city attorney, municipal judge, and a bi-annual budget of over a BILLION dollars.

The election code committee was established to consider and study state election laws, rules, policies, and procedures to identify and evaluate areas of improvement and transparency in the City election code.

The Finance Committee considers financial policy and budget issues facing the City and makes recommendations regarding those issues to the Fort Collins City Council.

Risk Management

Bob has 30 years of real-world experience in investment banking and finance and understands the actual value of your dollars. Mortgage rates, finance rates, fluctuating commodity prices, and the value of your home- markets can go up and down. Property values result from market conditions- something we cannot control but can affect our budget greatly when the time comes to pay the treasurer our taxes at the end of the year. That is one big reason why having an Assessor dedicated to data-driven, statistically verified, fair and accurate values is so important. Bob is a man of integrity who ensures that the same rules apply to everyone and no one pays more than their fair share of taxes.
